What is PCC?

The Postal Customer Council® (PCC®) program is a valuable resource for business mailers, large and small. Local PCCs serve as an open channel for USPS®-to-business communication, providing information and best practices for achieving cost-effective and profitable mailings, education, training, solving local challenges, and offering leadership development. Through regular meetings, educational programs, mailer clinics, seminars, etc., PCC members learn about the latest postal products and services to help them grow their business.

Mission Statement of Postal Customer Council

The PCC is a postal-sponsored organization. The mission of the PCC Program is to:

  • Promote local cooperation and support, and to foster a close working relationship between the U.S. Postal Service and all businesses that use the mail to communicate and interact with their customers.

  • Share information and facilitate the exchange of ideas about new and existing Postal Service products, programs, services, and procedures that affect all businesses that use the mail; and

  • Help PCC industry members and their organizations grow and develop professionally through focused educational programs. 

 The mission statement of every local PCC should mirror this mission statement.

History of Postal Customer Councils

Established in 1961 – known as the Mail Users Council.

  • The first two PCCs established were Greater Baltimore PCC and Greater Dallas PCC

  • Supported business and residential mailers 

Later became known as the Citizens’ Advisory Councils (CAC)

  • Addressed the “Mail Early” campaign  

1971 – CAC changed their name to Postal Customer Council (PCC)

  • Primary focus is on business mailers

  • Addresses mailer issues and concerns

  • Focus on education and networking

  • Any business that uses the mail may be a member Can be a member of more than 1 PCC

  • Can only be on one PCC Board

  • A competitor (UPS, FedEx, Amazon) may be a member but cannot be a Board member

  • USPS Headquarters Customer Outreach department (Industry Engagement & Outreach) manages the PCC program

PCC PostalPro

This is a USPS maintained website that anyone has access to. PCCs have a landing page under “Industry Forum”. Anyone looking to find the nearest PCC chapter or a PCC event in their city/state, can research it in the “Maps” section; and the National PCC Program Office uses this platform to upload tools, templates, workshops, etc.
